I seriously disliked that chapter the first time I read it for that reason.
Somewhere along the way I've developed the unfortunate pov of a Muggle in the series, and so I'm forever being pissed-off at the remarks about them. It's why I also wind up getting annoyed when in fandom people take the wizard's pov and try to even chalk up anything good a Muggle's done to a wizard--like recently I was reading a thread about indoor plumbing and being annoyed at the people trying to say that Muggles must have gotten the ideas from wizards. (It's not even magical, dimwits!) Or one time somebody responded to Ginny and Molly saying stitches were stupid with "they are stupid."
Um, what? What on earth is stupid about stitches?
And I hated the Dumbledore scene too--scratch the surface and everyone is just another Muggle-baiter.
