While Draco may remind Severus (and perhaps others) of Regulus, that doesn't mean Severus doesn't or can't accept Draco as he is, for who he is.
Well, depending on his relationship with Regulus, it's also important that Snape conflates Harry with James as well - more, I think, than Sirius actually does (that's *Molly's* opinion of what's going on, which isn't always accurate), so it's possible that the doubling is going on again, in the other direction, i.e., Snape->Draco(Regulus). I don't know that it's likely, but it is a possibility. Especially if Regulus doesn't, as so many of us posit, look like Sirius but looks like Narcissa and Draco.
