There's speculation that "Cho" the Cantonese pronunciation of "Qiu". Being unfamiliar with Cantonese, I can't say for sure.
Nonetheless, a single word in Chinese (especially for names) can be transliterated in many different ways, depending on the dialect used, the accuracy of transliteration (and pronunciation), and even the alertness of the officer at the birth registration office. So having 'Cho' = 'Qiu' isn't remarkable at all.
