She's the only Spungen I've ever heard of. I suspect JKR was thinking either:
a) It's like "sponge," and it's a comment on how the aristocracy are lazy good-for-nothings who feed parasitically on society or
b) It's like Eustace Scrubb. "There was once a boy named Draco Spungen who was so awful he almost deserved the name...only in my universe you can't have a name you don't deserve, so I changed it."
