I think some people are treating it as an either/or case: feeling guilty = being guilty; not being guilty = not feeling guilty, as if feeling guilty or even just bad about it would make Harry fully responsible and a would-be murderer. But even if it had been a complete accident with no degree of culpability on Harry's side at all, you'd still expect him to feel a whole lot worse than he did because something he did resulted in another person nearly bleeding to death right in front of him.
