I prefer my explanation because it makes more sense!
I'll have to read the wand bits again to make sure, but my feeling is that Hermione's words are there to help Harry cut through the Gordian Knot.
It does come down to what magic is, though, feeling or following procedure. Or 80% of one and 20% of the other, maybe.
