In my country, I know who'd be writing the breeding rules: the social-conservative bigots. Nobody ever lost votes by saying that the God-fearing make better parents, for instance. Or that the poor are ipso facto unworthy to breed.
There is nobody in this world I'd trust to write a breeding test.
