Interestingly, an interpretation of that scene I've seen a couple of times is that Draco is both stupid enough to not pay attention in a potentially dangerous class, and thus gets slashed, but at the same time, got attacked on purpose in order to discredit Hagrid. Guys, it can be one or another, not both! (And I'd say the same for Hagrid, if I saw anyone stating, for example, that he was say, maliciously endangering students and too stupid to pay attention to said students.)
Again, it's a theme constant with canon, though - The Bad Guys are evil enough to be bullying the good guys, but at the same time too stupid to successfully, well, bully them! *rubs head*
